I have an AREA 51 R5 with the i9-9980XE Processor working with no problems.

Intel Core X-series i7/i9
Intel X299 PCH
R5 specifications
Intel X series Processors
I would not bother with it because current generation CPU's are going to be cheaper and perform better.
The rest of the platform is also outdated.

I would like to just know if its just true and if so why id like to just learn more.
It supports the core X-series and the 4 models are listed on the Intel link
Be aware these are core x-series CPU's. So a 10900X is supported, which is not the same as a 10900F that is not supported.

I don't think Dell has ever included BIOS support for 10th generation. (Cascade Lake-X core series)
While the chipset and the socket match, it requires BIOS support.
