I can’t seem to boot in safe mode? After I do it, it goes to a black screen for a bit then gets to the login screen, when I login, it just stays black as usual. Meaning I cannot do anything at all on the desktop.

You have to have a windows 10 PE boot disk. Or a live linux boot DVD. You are totally hozed at this point and need to reinstall clean on a known working hard drive.
If you don't need any data then its time to nuke and pave clean install from OEM system builder dvd.

Start in safe mode and uninstall AWCC using revo.

I did that earlier and it took 6 hours, it said nothing was wrong with it. All I can think of is I didn’t boot with safe mode correctly.

Sounds like your hard-drive crashed or your Windows is corrupt.
Press F12 on boot and run ePSA Diagnostics

Good. Then SMART is saying your main boot-disk is not physically defective. It's physical health is good.
But your Windows install can still be corrupt.
SafeMode is different (and kinda tricky) on Windows-10

Then download the Dell Recovery and Restore software to a flash drive, boot from the flash drive, and restore. Follow the instructions here: https://www.dell.com/support/article/us/en/19/sln298442/how-to-create-and-use-the-dell-recovery-restore-usb-drive?lang=en

The issue with the safe mode solution is whenever I turn it on, just as the thing says, the login screen turns black instead.

One or more windows feature updates etc have failed.
You may need to boot command prompt only and manually delete the awcc directory and files.
Error Code 0x8007007E occurs when file or feature updates are not in sync.
iT Might be easier to install a new hard drive clean and recover your data on the old drive using a dock.
USB recovery is a problem so you should use OEM System builder DVD to recover and reinstall clean.

You will have to re install the correct AWCC version. Likely 4.8.20.0 you cannot use the latest and greatest version.

All of my clients who are where you are now I insist they buy a new drive, oem dvd and then use a dock to recover their data.

1. Download the Dell Windows recovery software from the Dell website.
2. Load it into a USB stick
3. And recover your Windows system from it.
