Have you tried power cycling the monitor, and rebooting the pc?

Err I turned off the monitor, turned it off at the wall and turned back on - is that power cycling? Rebooting the pc didn't work.

Display port is NOT bi directional.
I have used these 2 things for clients with issues like that.https://www.amazon.com/gp/product/B081CK677B

The display port connection is plugged into the video card on the PC and the HDMI Goes to the Monitor. Its not bi directional.
If your monitor has DVI input you do not need display port to DVI.
Just plug hdmi into video card and DVI into monitor.

Yes. The monitor should have a factory rest option somewhere in the menu. You could try resetting to factory defaults.
If you plug the laptop back into the HDMI port, does the issue go away or does it stay?
