1. Do a virus scan...remove any viruses, malware, and spyware. Repair system as needed. Make certain virus protection is current and active.
2. Perform hardware checks...repair or replace any malfunctioning h/w (RAM, Drives, etc).
3. Make sure all software is functioning correctly...update software, drivers, as necessary.

(Very clever these questions)
My solution for slow running is : the sfc and dism , defrag (trim) utilities and because the registy files get fragmented I use registry compressor.

I usually do a "repair install" using latest iso and it keeps things running well. Easy to do since I "keep programs and settings" selected. Probably do this every 4-5 months months.
