15 R3, plugged in, not charging
I have problem in my battery plugged in and not charging on my out of warranty 15 R3. When I uninstall the battery software in Device Manager and Scan new hardware, the 15 R3 go to shutdown. The other problem is my screen getting flickers.

Please run Dell ePSA Preboot System Assessment to check the Battery Health and the other hardware within the computer. You could do this by following steps in link below. Report back any error codes.

Dear, i did many times for BIOS test and PSA Pre-boot System, all are okay don't have issue. i was update the windows also but still the battery plugin and not charging, please your support,

Does the system show the AC adapter correctly, or as "unknown" or "not connected". F2 at powerup to check.
If it shows unknown, the battery will not charge. First try a new Dell OEM AC adapter. If it shows up correctly, you're set.
If not, replace the DC jack:

and if it's not that, it's the charge circuit that's bad; replace the system board.

Dear,
from the Bios and F2 and F12, AC Adapter are working properly.
but from device manager, when i uninstall : Microsoft Surface ACPI-Complaint Control Method Battery, then scan for Hardware changes, the laptop go to shutdown. does it software window crash or missing ?

I see ejn63 already ask status of adapter but we must know if you see adapter type. This will help us to determine if this is a problem with either the adapter, battery, DC Jack or an issue with the motherboard

Check status of AC adapter under Main tab in BIOS. The adapter should say it's type (180W or 240W) in BIOS. If adapter say None or Unknown in the BIOS, the computer will continue to receive power but will not charge battery.

The AC adapter type (180W) in the image I have received in your email rule out any problems with adapter, DC Jack or motherboard. All signs point to a problem with the battery or some type of software issue.
The battery is original one that came with the computer? This is a third party battery you purchased and replace it with the old dell battery?
Keep in mind, genuine Dell batteries have these microchips to help people detect counterfeit batteries. Some third parties have taken a microchip from a dead genuine battery and have inserted it into the counterfeit battery.
Now, if this Dell battery is original one that came with computer, I suggest draining the residual power of your PC and re-calibrating battery by following steps below - see Battery Removal / Service Manual in the link below)

1. Power off system.
2. Remove all external peripherals (printers, scanners or any other USB device) connected to your computer.
3. Remove the AC adapter and battery.
4. Press 'Power On' button of your computer for about 15 seconds to drain the residual power.
5. Keep battery out for at least 4 hours.
6. Replace battery and charge it overnight with the system powered off.
7. Then power on the computer and see if it works
Other things you could try:
Power Troubleshooter - Type Troubleshooter onto search box [Cortana], select Power Troubleshooter, and then click on 'Run The Troubleshooter'
Reinstall Windows 10 - Reinstall Windows 10 - Windows Help - support.microsoft.com
