Alien FX state managed by power plan is not updated if system restarts

I could not find if Dell has public issue radar or bug reporting form (apart from vulnerability program) so i decided to leave it here.

Configuration

• Model: Alienware m15 r3
• OS Version: Windows 10 21H1 / Build 19043.985
• Alienware Control Center Version: 5.2.115.0

Preconditions

• User is logged in;
• Power cable is plugged in;
• Power plan has Alien FX enabled when power cable plugged in and disabled when on battery;
• Alien FX is enabled

Steps to reproduce

1. Disconnect the power cable (Alien FX goes off);
2. Turn the laptop off;
3. Plug in the power cable;
4. Turn the laptop on;
5. Log in with the same user;

Expected Result
Alien FX is enabled

Actual Result 
Alien FX remains disabled

The issue is aggravated by the fact that Alienware CC loading (when in background) takes about 5-10 minutes, and within this period Alien FX hotkey (Fn+F12) is not working, so the FX is stuck with wrong state. I don't know why Alienware CC is loading that long, but probably it's feasible to introduce multiple stages of loading, postponing all heavy tasks and giving priority to apparent, "customer-facing" features like Alien FX in the beginning. Another complication is that the Alien FX could be disabled manually, so the user might want it to remain the same between system loads, but i think it could be addressed by introducing local-user registry records (or just local file flags) which overrides preferred state of Alien FX (so essentially power plan setting takes precedense only if the user never changed Alien FX in the ACC or with the Alien FX hotkey).
