Alienware 13 keyboard doesn't work after restart in Windows 10

I would really appreciate some help on this one. I've done a clean Windows 10 install on my Alienware 13 that I haven't used for some time and it has a very odd issue with the keyboard.

After a restart the built-in keyboard doesn't work at all, however it's fine if doing a full shutdown and power on. The issue also doesn't effect external USB keyboard use.

I've tried updating all the drivers, I've tried a replacement keyboard and cannot get the problem resolved. To help narrow down the issue I installed Ubuntu and found that the keyboard works 100% of the time whether restarting or powering down. I've followed lots of suggestions for similar issues I've found online but nothing so far has worked.
