Alienware Fixed the Missing CUDA cores on the 3070 configured laptops.
Tom's hardware reported that alienware is releasing a new vBIOS update to enable all the missing cores so you can use the full power of the 3070.

Quick Tip: If your laptop has voltage / charging issues, try shutting it down, unplugging power from laptop, hold power button down for 30 seconds to do a full reset!

Jerrod'sTech on youtube posted an update on the video on his channel that alerted us all,
Since posting the video I've received the same response that was given to Tom's Hardware below, and I've been told that the support staff I was dealing with through Twitter were misinformed on the situation:
Official response from Dell/Alienware: “We have been made aware that an incorrect setting in Alienware’s vBIOS is limiting CUDA Cores on RTX 3070 configurations. This is an error that we are working diligently to correct as soon as possible. We’re expediting a resolution through validation and expect to have this resolved as early as mid-June. In the interim, we do not recommend using a vBios from another Alienware platform to correct this issue. We apologize for any frustration this has caused.”

To clarify, the article specifies only the m15 R5. So the verbiage "laptops" in title is misleading.
