The mouse can only be replaced if under warranty -- if it is, contact the seller from which you purchased it. Dell doesn't have direct support in Turkey - you need to go through a dealer.
If you have NVIDIA bloatware on your PC, get rid of it. I had problems with the mouse scroll problem as well. I could get Windows scrolling fixed then Google scroling would be messed up. I went back and forth trying to get scrolling working for both. This morning, I uninstalled all of the NVIDIA driver bloatware. The problem is now fixed.
