m16 R1, CPU throttling due to broken fan?
So I got an error on my laptop for a fan not responding. Error code: 2000-0712, validation code 127735.
Long story short after a lot of troubleshooting, the side fan itself is broken and not responding correctly.
However, in the meantime the computer is almost completely unusable, as the CPU is now locked to 544MHz even though temps haven't gone above 66C.
To make my situation even more complicated is that I'm living in Shanghai at the moment, so it's not as simple as having a tech come out and look at the computer. The Dell rep I spoke to here said if there was a hardware problem I need to go back to the country where it was purchased. I don't suspect that's entirely true, and I'm in the process of trying to move my warranty over. In the meantime, I have a laptop that doesn't work at all...
I guess what I'm trying to find out is, does having broken side fan completely lock out the computer? The side fan doesn't even seem entirely necessary to strangle the whole computer to this extent. Is there any way around this?

Your location is Shanghai and Dell will provide local warranty support if the Alienware m16 R1 AMD notebook is sold in your country. (Shanghai is one of the four direct-administered municipalities of the People's Republic of China.)
To use your already paid for Dell premium support, use the unique contact information within your premium support documentation. Dell may decide to offer a replacement, if Dell is unable to assign a local contractor to fix problem. Dell then organise local collection with tracking of system under warranty. You must wait for Dell to collect system.
Please click on Contact Technical Support and request their online diagnostic evaluation to fix software or implement installation of replacement hardware. Open online discussion with Alienware m16 R1 AMD has premium support and your location is Shanghai so that they can focus on your warranty support dilemma. Include the information in your opening post.

Please share Model and Revision number, example x17 R2, and operating system, example Windows 10 64-bit version 22H2. Thank you. This Dell Community board is not Dell warranty support. Does your system have any consumer support service?

Sure,
It's an Alienware m16 R1 AMD, Windows 11 version 22H2.
I do have premium support, but I'm not sure how to utilize it internationally. The Dell tech rep I talked to online in Shanghai told me they couldn't help.
