m17 R2, CPU forced power limiting (30W), game FPS drops

I have had my Alienware m17 R2 since 2020. 1 year warranty expired February 2021. It has the i7-9750H and the RTX 2070 max Q.

The i7-9750H was originally able to be altered performance wise until I believe around bios update 1.6? The CPU was locked down. I used ThrottleStop to only undervolt and/or change my core ratios set to specific profiles to my CPU to help get max performance at a steadier thermal temperature. That has been removed and it went back to being all over the place. I only play one game that requires a good CPU as well as a good GPU. 

From a lot of research and testing I have found out sharing a heatsink really caps its performance when both running however, the GPU is a champion at running above boost clock constantly and staying below 70c. 

Having said that, I can't say the same for the CPU. This CPU has a boost clock of 90w (4GHz all 6 cores) and a rating of 45w with a config down of 35w. 

Recently I have discovered there has been a PL1 limit that has been set to about 28-30w in what I believe to be in the embedded controller in the motherboard. I have no way of bypassing this and its killing my gaming performance. Just recently after a Dell update I am no longer able to use the power % slider for the GPU clocking it has been set to 0% and unusable. 

I have watched my laptop over the last 3 years get locked down more and more after paying a high price in which now I'm receiving less. Is there a way to fix this issue and also unlock my CPU so I can have my laptop put back to how it was with what I was promised when purchasing?
