Yes, you may reformat your drive and perform a clean install of Windows 11. After you connect to the Internet, Windows 11 will reactivate automatically, because Microsoft's servers will recognize your system. Assuming that your Windows 11 is currently activated (you can check it in Windows activation settings), you won't need to do anything as activation of the new install will be automatic.
For Microsoft Office, it depends upon the version. You may need to enter the product key or activation code, or it may reactivate automatically.
If you are currently signed in with a Microsoft account, then that can facilitate resolving any issues that could arise with reactivating Windows and Office after a new install.
Not knowing the model number of your system, you did not post it, Windows 11 can be reinstalled and will auto activate (again depending on your model number). MS Office is probably linked to your MS account and will activate if that is the case.

Please ensure that reformat of OS (C:) boot drive has modern GPT partition format so that BIOS boot list option UEFI is enabled.

Not knowing the model number of your system, you did not post it, Windows 11 can be reinstalled and will auto activate (again depending on your model number). MS Office is probably linked to your MS account and will activate if that is the case.

Getting ready for reinstallation of Windows 11, it is prudent to undertake the following:-
Please create clone (copy) of OS (C:) boot drive as standby just in case the original OS (C:) boot drive becomes unrecoverable. Download Macrium Reflect FREE Edition, 64-bit - MajorGeeks.
Please open Microsoft account and register all Microsoft products on your registered laptop so that these can be automatically reinstalled without delay.

Connect PC to internet, then click on Product Support to reveal Model and Revision number, example: Alienware x17 R2.
