x17 R2, FPS and stuttering issues

For the past 6 months, I've had issues with terrible FPS issues in games and stuttering even with no games running. 

The main game I play is league of legends, which should run perfectly well on a far worse machine. So it's wild to me that this high-end machine cannot produce reliable FPS.

I've tried uninstalling drivers and re-installing, un-installing excess programs, clean boots, bios settings, etc. Nothing seems to fix this. 

I have read that it may have something to do with broken compatability between the intel graphics driver and the nvidia graphics drivers. But I have no idea how to approach this. 

Any tips on these issues?

Have you tried disabling the Intel graphics in Device Manager? Dell software like Support Assist can cause weird issues so I would suggest to completely remove any trace of this and see if that helps.

When all else fails, a full clean Windows install using the Microsoft Media Creation Tool and a USB drive can often fix things. This is not the same as doing a factory reset. 

Your system should smash that game so the chances of it being software related are high. A clean install without any additional bloatware could possible do the job. 

Just note that you will lose all data on the C: drive when you reinstall Windows.

So update here - I used revo uninstaller to remove dell support assist and the intel computing improvement program. That seemed to improve FPS slightly, but the core issue remains the same. I'll have league set at max 144 FPS, it will be stable for a few minutes and then start hard-stuttering with frame drops from 144 to the 70s. 

Even 70 FPS should be playable but the stutters are like a half-second long. I've messed with all sorts of graphical settings related to v-sync, etc. 

I disabled the intel iris GPU and tried again, same issue. 

I kinda suspect that vanguard has some sort of issue with some software that I cannot identify. But even after turning off vanguard, Baldur's Gate 3, which ran perfectly fine last year has terrible stuttering issues. 

I use my laptop for work, so I'm trying to avoid a clean install given the hundreds if not thousands of files I have on here for work. 

I'm considering taking my laptop to a repair shop to see if they can identify the issue. When my laptop was running perfectly fine I did have an issue with overheating and one time saw an error that some sort of connector had become undone/fried or something. But after cooling, I never saw the issue again so I assumed it was an isolated incedent. Do you think a laptop repair person would be successful at identifying and resolving the issue whether its software or hardware related?
