@ClProf I'm glad this isn't just an isolated problem. Now it's just a matter of getting either Dell or Intel to acknowledge this issue and come up with a fix.
Exactly the same problem here, also X17 R2, constant error logs in Windows logs > Application, says:

ESIF(1.0.11903.2253) TYPE: ERROR MODULE: IPF TIME 56848 ms
The Intel(R) Dynamic Tuning Technology (DTT) driver cannot load because the installed version of Intel(R) Innovation Platform Framework (IPF) that it depends on is too old. IPF version installed is 1.0.11903. The minimum IPF version required is 1.0.11904."
Can't find an updated IPF driver, reinstalling the driver from Dell Support website does not change anything.
It just keeps getting better and better. Now the Alienware command center app has disabled the overclocking ability. I'll never recommend this brand again; switching over to MSI and AMD since Intel also refuses to offer any help as well. Thanks for nothing Dell!
