File-level restore must be installed on a clean virtual machine proxy running either Windows Server 2003 Standard Edition SP2 (32-bit) or Windows Server 2008 (32-bit) operating system. Note that Windows Server 2003 Standard Edition SP2 (32-bit) is not Windows Server 2003 R2 Standard Edition SP2. The latter has significantly tighter security that prevents file-level restore from functioning.

Try Avamar guide for vmware, supported is Windows 2003 SP2 and Windows 2008 32bit…
