OK, you have two issues here:

I can unmark the CIFS service started but on network interfaces properties when I try to change the network mask it says the item is currently in use by CIFS server.

Just turning off the CIFS service will not allow you to change the netmask.  You need to go into the CIFS server properties and clear the checkbox next to the interface, and save the changes.  The CIFS service will need to be offline in order to make this change.  You can then make your netmask change, and then go back into the CIFS server prooerties and check the box next to the network interface.  You can then re-start the CIFS service.

In events I've got a lot of Shutdown in progress: Cannot create tmp thread. Where and how can I clear the space needed for the tmp thread?

This error indicates a temporary failure while trying to stop the CIFS service.  Most of the conditions which cause these errors are fixed at the latest NAS codes.  If the CIFS shutdown process is taking too long, or if there is a problem stopping the CIFS service, please open a Service Request where this can be investigated further.  Otherwise, if there is no problem shutting the CIFS service down, then this problem can be safely ignored; you will only see this error when you shut down the CIFS service.
