you have to be in the path to add the security file or run any navicli commands..
for ex in windows: c:\program files\EMC\Navisphere\Navisphere CLI> naviseccli -h -user -password -scope 0 -addusersecurity

Where do you setup the secure file? Host or Array side?

Naviseccli requires username, password and scope.
Naviseccli –User user –Password password –Scope 0 –h ip address

Once created, this encrypted security file (SecuredCLISecurityFile.txt) is located in your host's user home folder/directory.
