Looks like I'm in the same boat.  Ordered a laptop from Dell directly instead of Amazon since the rewards made it more advantageous.  So far can't find a way to talk to an actual human or get the promised rewards.

I tried reaching them via this form. 

It looks like they are making it difficult on purpose so that people like us just give up. 

In fact, I think they are breaking FTC rules by promising something which they never deliver.

I'm getting tired of Dell. Shame on them!
