Missing software and unable to get a straight answer

I ordered Dell15 Laptop with Microsoft Home Office 2024 (one time software purchase). When my laptop arrived I did not have the software (I did have Macafee etc). Support added subscription based Microsoft 365 to my account. This is not what I want. I expressed that clearly. After several hours on the phone and WhatsApp I got nowhere. I submitted a new ticket explaining my order was incomplete. Instead of addressing the incomplete order (adding Microsoft Home Office 2024 that I laid for) they sent me to support again. Support is trying to tell me the one time purchase is the same as the annual fee. It is not. And I do not want an annual fee. For the life of me I cannot find someone who understands my concerns and can fix the problem. This has been going on for weeks now and I’m at the point where I’m looking to return the laptop.
