Refund my money

I was booking an order for Vostro3580 Laptop for Rs 27,990/- on 30-08-2020. The Payment has been deducted from my State Bank Of India Account Saving A/C No.  through Internet Banking, but No Order has been booked. Payment Ref. No. . I got a message "your request could not processed, please contact customer care." I lodge a complaint with the bank and they are saying that payment reached to Dell Company. I called many times on your customer care number, but it is always busy. As the payment has been deducted from my account and No Order has been booked, you are requested to kindly Refund my money at the earliest. It is a very big amount for me and my life has been disturbed.
