The worst customer support ever!

I purchased a Dell laptop and within 7 days knew I wanted to return it. I have spent 2 days on the phone being told they are working on it or we will call you back in 1 hour. Absolutely nothing and I feel like I am being lied to repeatedly. Who should I contact to get something done?
