Unresolved Laptop Problems/Repairs

Question

Does anyone know where to file a complaint? I have been sending my laptop back and forth from the repair center, and every time it has been returned there's always a different issue or hardware problem when it is returned. I just want my laptop back fully repaired with no issues, is that so hard??
