64-bit packages are not available for all the packages. Especially Windows packages, as you have noted have quite a difference in the numbers. 64-bit DUPs (Dell Update Packages) are in the process of being delivered for all the updates, but will take time for the process to complete, when we will have all the updates for both the architectures.
