4500S graphics card

Can I upgrade to a GeForce 6200 from the Intel 82845G, seems no slot or room to install?

Why can't I put it in the riser cage?
 
I am having what I think are power problems (180W psu vs. 250W min requirement).
When I install the GeForce 6200 video card the 4500s won't boot.  The power button is flashing yellow.
 
Is it possible that the video card is bad, or do I need to upgrade to a 250W PSU?
