6800 gpu temp gen 4
My 6800 runs at 50- 51C when idle and 59-61C loaded. What temp should it be at and at what point does the temp really start to degrade performance? What temp would be best? (even though the colder the better, im asking for a compromise)

The USer Guide states the operating temperature is 10 to 35 Celsius (50 to 95 Fahrenheit).

Uh, that is the ambient temp, not the operating temp of the GPU.
Those temps are perfectly fine. The core threshold for a 6800 is 110-135c, as you can tell from mine:
