Dimension 4400 bios help

I have a Dimension 4400 that when it boots up I get not picture and the monitor light stays amber. The dell shows yellow lights for A, B and C and green light for D. According to the system codes it is Recovery mode from BIOS failure. When I place the jumper on the configuration jumper in maintenance mode the computer boots up just fine. There are not conflicts showing in the device manager. I have upgraded the bios to the latest bios for the 4400 and still not luck. Does anyone have any suggestions to what the problem may be or have ideas that I can try.

I tried clearing the NVRAM and still no luck.

Try doing a "hard" reset of the NVRAM by removing the battery from the motherboard.  First, unplug the machine from the wall then remove the battery from the motherboard.  With the machine still unplugged press the On button for several seconds to dissipate any remaining electrical charge on the motherboard.  Then re-install the battery and plug the machine back in.  See if it will now boot up normally.
