H/T Virtual CPU Usage

I have a 4600 with a newly installed 3.4GHz processor. With it, I enabled H/T and by using the task manager, I realize that often one virtual CPU is doing most of the work while the other isn't (This is while using flight simulator...outside that program they are somewhat equal). Is this normal? I'm new to "H/T".
