Internet Homepage Default and Current

I am trying to make my homepage delphi.com but it seems as though no matter how much I change that to the default, it later changes to ( http://www.powertoolbar.com/web/?about:blank) for the "Use Current" button on Internet Options and if I click on the "Use Default" button under Internet Options ( "http://www.finetimesearch.com/main/" ) appears, and therefore I can never change the default or current website. Why am I frustrated? Well because everytime I open up a internet explorer, all these pop up windows come up (usually around 3 - 4, everytime i either surf to a different website or open up a new browser), I tried to find out where in the world this came from, but im thinking i was surfing the net once and accidently clicked on those buttons where it states "if you like blah blah website to be your starting page, click yes". well im not sure how to get rid of this because i tried everything under 'Internet options" but no matter how much i change the default or current web address it goes back to the same website address i mentioned earlier. I even clicked on "Use blank" but still same thing shows up. So if anyone knows or has experienced this problem please let me know. Thank you for reading this long message, im just frustrated:)
