Monitor Stuck On dell logo and wont reboot no matter what

Hi,I’m Abby, I have a e2414ht dell monitor and it is stuck on the main loading screen with a DELL logo.I have tried rebooting my pc,i let it sit overnight with everything unplugged,even took the tower appart because i thought something was loose. (I am not an expert with technology, i just need help fixing this) Thankyou
