NotifyAlert.exe failed to initialize

For the past 3 days, I've gotten the following message:

NotifyAlert.exe - Application Error

The application failed to initialize properly (0xc0000135).  Click on OK to terminate the application.

I first thought this was a new program I installed recently, so I uninstalled it completely.  The message still appeared each morning.  Today I decided to find out what this NotifyAlert.exe was.

It turns out it's part of my Dell Support application.  Located in c:\Program Files\Dell\Support\Alert\bin

Any ideas on what has caused this program to start failing?  And on what I might do to correct it?
