scroll wheel to scroll the widget under pointer

Hi,

Is there a way to make the widget under pointer to scroll when the mouse wheel is used instead of having to click the widget first and then scroll in it?

For example, in the explorer window both the left size tree view and right side folder view should be independently scrollable when mouse is moved into them, instead of requiring to click in each first.

Ok follow directions:

   Right click on my computer>Properties>Hardware>Device Manager> go to the mouse>expand the mouse list> double click on the driver>Go to advanced settings tab> under WHEEL DETECTION change from "look for mouse" to "assume mouse is present."  You will need to restart your computer.

Its already got that value. I must mention that I can scroll with the wheel. But I want to scroll the part of the window which is under the pointer. I don't want to click to select the part of the window and then use the wheel to scroll in it.

Logitech LX7. I really hate the extra click required in the explorer windows.
