I'm not dell support and I don't provide bios keys. If the key is blocked that means you do not have an SLP key in bios. Dell needs to sort this out. Correct OEM media should clean install and not ask for a key and activate online automatically.

So when I get the DVD from Dell it will fix all?
Not sure I understand what to do though (I sure don't understad all that has been said here--specially the 3-letter words, even after I google them)
Bottom line? the programs I used to retreive the key gave me an incorrect key (even if the last 4 = what Dell put up on the activation screen) and that my SLP or whatever doesn't exist?
I bought the system less than a year ago, Did Dell not equip their systems with SLP at that time?
Are you saying that the new CD will install a new BIOS with an SLP in it?
Sorry if these are dumb questions but I'm just a simple Joe trying to get the system I bought to work right.
Thanks much for your help, even if I don't understand it.

Press the Windows key and R together to bring up the run command and type in slui then press enter. Try putting in the key you got from RWEverything and if you get an error message tell us exactly what it says.
Also try pressing the Windows key and R together to bring up the run command and type in slui 4 with a space in between and press enter. See if Microsoft Phone Activation can help you.

This time I got a blue banner (vs a whole white/blue screen as before) saying Enter a product key.
Used the key from RWEverything (which is the same as the one with the Oem program). Did a copy paste and then a single digit entery. Results same both time.
directly above the "Product key" box I got the message: (along with the circle working thing)
This key didn't work, please check it and try again, or try a different key.
the slui 4 went into never never land asking to enter confirmation ID but never giving me a place to enter it.
Thanks for the try, had my hopes up....
Been trying to get Dell service on chat but I guess they are not open yet.

Okay so try the following Download Windows 8.1 installation media and create a UEFI Bootable USB see the instructions here:

Boot from the installation media, select your language and keyboard and then let me know if you are asked for a product key. Exit setup. If you are asked for a key retry with Windows 8.1 Single Language and Windows 8.1 Pro.

There is no such thing as the "same key" for windows 8.0 or 8.1. All windows 8 and 10 keys are unique and useable 1 time. The exception to this are MAK and Enterprise keys which are all the same.
There are generic Keys that do not activate but allow install.
You should be able to open a generic adminstrative CMD prompt and get the key as well. SLUI 4 also REQUIRES Adminstrative Command Prompt.

You should be able to boot from the dell disk and do a clean install and it should NOT ask for a key.

Thanks again, I tried this just as you have it typed out, using the Win-key +r to access the CMD line (not sure that is an "administrative" CMD prompt or not).
The result of several tries was constiantly the "flash" of a window that dissapeared to fast for me read. It did appear to have red text in it though.
From my DOS days it seemed thre was a command you could add to the line that would freeze the results but I can not remember it.
In any case. My DVD is here from Dell. No instructions with it. How do I go about running it to get the system straightened out? Kinda afraid to just stick it in and start it but will do if you advise me to.

Sorry to still be here--I apologize for all the work you have had to do to try and help me--thanks much.
I booted from the DVD.
It did not ask for a key
Went to Control panel
It still tells me I need to activate windows
When i select the activation it gives me that same old screen to input the new key and shows the last 4 of my previous key.
Do I need to reinstall Win to get rid of this pest--and will I loose anything I have in win at present, like screen passwords, etc?
As one would suspect when I run RWEverything I get the same kdy as before.

What specific error code is showing? You do have to be online to activate.
Press WIN KEY+R to open the RUN dialog box.
In the RUN dialog box type in the following command and press ENTER
SLUI.EXE 3 (note the space and “3” at the end)
When the Windows Activation window opens, type in the Product Key and click ACTIVATE to complete the activation.
Unable to find detailed error description. (Error code: 0xC004C4AA)
Unable to activate Windows 8.1 Pro with Media Center or Windows 8 Pro with Media Center
You might see this error after you used Add features to Windows 8.1 or Add features to Windows 8 to upgrade your current edition of Windows to Windows 8.1 Pro with Media Center or Windows 8 Pro with Media Center. You can only activate different editions of Windows on PCs that had Windows preinstalled, or Windows was purchased on the Windows website or at a retail store. To fix the problem, you need to install Windows with the product key provided to you in a purchase confirmation email or with the DVD. If you don't have a system admin, you might need to enter your product key again. Follow these steps:

Without "windows activated" would I be able to update to Win 10 or would that just result in some kind of error?

Same as before. Tried both copy paste and proofread single digit entry.
I am connected to the internet (or you won't get this).
no error code just the words: This key didn't work, Please try it again or try a different key.
Let me ask again;
Can I use this disk to reinstall windows and get a new key? If so how do I do that and will I loose anything presently in my system, like passwords or the like?

Yes, when you re-install Windows you will lose everything on your system.
You can't get a new key. The key is on your PC. That's how Microsoft wants it. The only way you can get a new key is if you purchase a new copy of Windows.

Just to be absolutely clear.
This is a Dell PC that you bought from Dell or a Best Buy, etc. that orginally came with Windows 8 ?
