Trouble replacing a AMD Radeon HD 6670 video card on a Dell XPS 8300

I am trying to replace an AMD Radeon HD 6670 Video Card (8F60V) in a Dell XPS 8300 with an Intel Core i7 processor (WXGXH).

The current video card functions properly, but the fan is always on and very loud.

I purchased a Dell AMD Radeon HD 6670 Video Card (A5182103) as it appears to be a drop in replacement and has an updated fan.

I have tried installing the new video card with and without the device drivers installed, but I get no video on boot up.

Is there some other step or incompatibility that I am overlooking?  Is the A5182103 a drop in replacement for the 8F60V?

Replacing video card when power supply has failed is usually not a good idea.  Could also be bad cmos battery.  Or the new card is just plain bad.  There are no special specifications for the 6670.
