Sold open laptop and made to pay a 10% handling fee upon returning it

Was sold a "new" laptop Latitude 7340 i7 - upon receiving it, it had 2 layers of extra packaging clear tape over the factory black paper tap.  Contents inside, laptop was not properly packed in the black bag & brochures had dirty finger prints on them and not packaged together - were laying all over the box.   I was advised i was sold a new laptop by AxiZ SA  - upon returning it I was then forced to pay 10% handling fee as now they said it is "used"  I replaced it with a 7440 i7 and the packaging on this laptop was clearly factory packaging and unopened.  

Not impressed at all when purchasing laptop for our company usage and still require additional laptops. Such unethical service, totally disappointed with such a high valued brand and price tag.

I am also unable to find an email for Dell USA to complain to.  This is not acceptable.

Any restocking fees are up to your seller -- not Dell.

They are the arbiters of your purchase.
