Windows Installer Error 1638

Another version of this product is already installed. Installation of this version cannot continue. To configure or remove the existing version of this product, use Add/Remove Programs in Control Panel.

Happens with anything I try to download or install from a disk/website... Microsoft website has been very un helpful and everyone wants 100-200$ for 10 minutes of there time. Please help

Can only offer a couple ideas:

1) Have you tried system restore to a date before the problem started?  (Start - Programs - Accessories - System Tools - System restore)

2) Error 1638 usually means exactly what it says - trying to reinstall or update a single program that's already been installed - not every program.   Do you remember installing or updating anything new just before the problem started?    If so, can you uninstall it?

3) Are you able to install anything in Safe Mode?  To get into safe mode, tap F8 at the boot screen and select safe mode.

Beyond that, it would help to know whether its XP, Vista, or Win7.
