OpenManage Client Instrumentation Device Driver error?
I glance at my Device Manager, and I see the little error marker near the OpenManage Client Instrumentation Device Driver. I have NO IDEA what that even is. Looking at its properties, it says "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)". I don't know what the problem is exactly or how to fix it, and a Google search doesn't turn up much. And a System Restore is not an option either, since those have never worked right on this computer.
Soon after noticing this error, Google Chrome crashed. I decided to just restart my PC, but am experiencing a problem I assume to be part of the error. My PC took forever to load upon reaching my Desktop. The problem seems to be with the Toolbar at the bottom of the screen. It took forever to appear, and it keeps freezing. Related things, like My Computer and Task Manager, suffer the same problem.
I really need help here. What should I do?

We really need the model number of your Dell. Assuming this is an Optiplex, also the form factor.

Goto Control Panel and uninstall software called dell open manage client instrumentation. You do not need this software on a home network. Its for corporate network management.

Did nothing. I've also tried running a Spyware destroying program and deleting all errors it found. I'm beginning to think the Instrumentation thing is actually not the problem. It's the other stuff I really need help with. The computer takes a bit to start up-longer than usual. I can deal with that. But then, a lot of the icons on the Desktop don't have their pictures. They all still work fine, but it is something to take notice of, since it seems to have started at the same time as this problem. The Taskbar freezes, and things like My Computer run extremely slow and often are Not Responding when I open them. I've tried a lot of different things, but this problem persists. I really need help with it.

I had an idea, so here is a copy of another question I just submitted elsewhere:
I recently restarted my computer. It takes longer than usual to load, and most of my Desktop icons are missing their normal images. When I click on the icons, I get errors, and it seems like the file can't be found to start the programs. The main issue is with the Taskbar at the bottom of the screen. It freezes right after startup and stays that way. Forcibly ending explorer.exe and restarting it doesn't fix the problem for more than a second. I've tried restarting, running a Spyware program and removing errors it finds, but nothing works. System Restore is not an option, either. I have a theory, but I'm not sure how to fix it.
All the programs that are acting up share one thing in common-they are from my E drive. The programs in my C and F drives seem to be fine. The C drive is the one that came with this tower, while the E and F ones were taken from my old tower and put into this one over a year ago, at least. The E drive was the one that had all the stuff I'd imagine to be relevant to starting up and the taskbar, but it had been experiencing some problems. Is it possible that when the computer starts up the taskbar, it is using whatever files it needs from the E drive, instead of the C drive? I can't remove the drive and don't really want to, but is there some way to change the settings if that should be the case?

None of what you are asking for is supported.
You will likely need to replace a defective drive AND reinstall from scratch.

Let me suggest you test your E drive by booting to your Dell drivers and utilities disc and running the Dell diagnostics.
Unless you tell me the model number of your Dell, I'm sort of limited as to what to suggest to help.
