System Resources

Could someone please tell me what to do. I recently downloaded Internet Explorer 6 and I am not sure that this is the problem but this wasn't happening until I did this. Tonight when I try to go to some programs I get this box that pops up that says Out of System Resource. The meters reads:
system resources 10% free
user resources 58% free
GDI resources 10% free
I honestly have no idea what this means or what to do. Also since I downloaded IE 6 I have a little Privacy Report icon thing down by the task bar that I did not have before. Could someone tell me what to do? Thanks

Denny, I want to thank you for the information. A couple of months ago I was having problems and contacted a Dell tech and he had me to uncheck all that was not needed at startup and it all looks like your site on Resource Management except for I do have ICQ to load on startup and the Weather Bug also but I did notice that on my System Startup that I had 2 devldr16.exe One is checked to load on startup and one is not checked. Could this be a problem?

The devlrd16.exe that loads at startup shouldn't cause a major problem, although it is generally a pain in the neck. There have been a couple of sites which provided advice about removing it (since all it does if provide DOS support for the Creative sound card). One of them is here if it's any help.
