question about driver .cab file

I was wondering if this driver .cab file will work for the computer
OptiPlex 390 SFF
OptiPlex 390 Small Form Factor Base 90 Percent Efficient PSU, Genuine Windows® 7 Professional, No Media, 32-bit, English
I must have a computer that runs xp and it would be great if that computer was new.
hopefully this is the cab file that i need?
if it is what i need.. then the dell sales representative is not very bright for telling me that there is no way to install xp on a optiplex 390 SFF.
