Your ServiceConfig.xml might be currupt. Can you please try to rename it and try again.

i tried both vesion 2.5 and 2.2. same error. java version is version 6 update 31

there are quite a few errors that can occur, a screenshot or text would help
Edit: oops I was on the Dell app on my phone and didn't see the error.
Check to make sure you have Microsoft .NET higher than version 2.5, preferably 3.5.

Has this a documented solution or not?
this is on latest java version
on latest .net version
you can´t even uninstall the program
