prerequisites concerns
I want to start my dell certification path, do I necessarily have to start from associate level or can some stages be exempted especially if I have related certification in other vendors like Cisco? please advise.

Welcome to the community Abilalink! While you can take the exams in any order, certifications will only be earned when all prerequisites have been met. In most cases this does require an associate level certification.
Have you checked out the Information Storage and Management v3 Exam Description?
