Apparent power supply issue...I think....

Good Day, I recently shipped an Inspiron Workstation 5675 to a friend.  Of course it was in good operating condition before packaging but upon arrival it has no life.  The one clue is that when he presses the button near the power cord socket at the lower left of the back a green light will illuminate and the fan can be heard to start.  However, when this button is released the LED goes out and the fan stops.  No other sign of life from the unit. 

OK, I'm thin for details here but I thought I'd ask if you have thoughts.  

I've provided the service manual to him as a start but I don't really find a troubleshooting guide that speaks to this type if failure.

Generally if you press the button as you did, and get fans and the green LED, then the PSU is probably fine. Since it was operating properly before shipping it may be as simple as a power plug loose or the RAM is not fully seated in the slots. Have your friend visually check the plugs, RAM, CPU and cooling fan for any sign of not being secure.

It seems the power button of this model is particularly prone to failure.  If pressing power button brings no response and system appears dead, you may try short the power button connector (#3) on motherboard to test that system still works. 

The Dell power button is actually 5 pin.  If you look at Dell board, the #3 connector pins look like this:

1 2 3

(x is blank)

It was confirmed that pin 2/3 together and pin 5 are pwr +/- for the Dell board Inspiron 5675, power cable error message - Dell Community

If this jumpstart test turns on the system well, then the power button cable 08R1V may need to be replaced.  A lot of vendors have sold out this cable suggesting it is a commonly replaced part that breaks frequently.  Recently a user was asking for help finding one still in stock.
