Your PC has an M.2 slot with wifi/bluetooth capability.  I suggest to get an M.2 upgrade kit such as Intel AX200 wireless kit.  It works with the new wifi 6 and backward compatible.  Amazon has this upgrade kit for around $20 usd, with free shipping.  The replacement process is very simple, just 2 antenna terminals and a little screw. 

You should get full speed and more from your current network and you will get the newer bluetooth 5.  You will also have extra antenna kit for external upgrade if your computer placement too far from the router and you want better signals.

It is possible that your new WiFi usb dongle is connected to a usb 3.0 port of 3650 which creates EMF interference at 2.4GHz with the built in Bluetooth receiver that operates at 2.4GHz too.

try switch Wi-Fi to 5GHz band if your dongle and router both support it, or

Try move the Wi-Fi to a usb 2.0 port and see if the Bluetooth connection improves.  
3650 has two usb3 ports at front and four usb2.0 ports at back.

You should remove the M.2 WiFi/BT combo card or, at the least, disable both internal WiFi and BT in Device Manager.

Thanks so much for responding to my query. The USB dongle is an 11AC dual-band Wireless USB Adapter. It is indeed inserted in one of the two USB ports on the front of my 3650. I tried moving it to one of the USB ports on the rear of the desktop, but unfortunately this didn't make any difference. Also, I am not sure how to switch the dongle between 2.4 and 5 GHz, and that is not mentioned in the manual. Can you give me any further advice? Best regards. Richard.

It's common for routers to be dual band which means that both 2.4GHz and 5GHz WiFi are broadcasted under two different SSIDs (names), letting you choose which one to connect to.  One of the SSID is 5G (see example below).  If you have an old router then it may not be dual band which means 2.4GHz only.

My router is new and is dual band. I've just checked and my USB Wi-fi dongle uses 5GHz unlike the internal card which is old and uses 2.4 GHz. So does that mean that it can't be interference from the dongle that is causing this problem? Thanks.

correct.  in that case your issue is not due to 2.4 GHz interference.  you also have shown that the rear USB2.0 port makes no difference.  I assume your bluetooth is part of the old internal wifi card.  somehow the new USB dongle is interfering with the blue tooth antenna.  this is one hypothesis: the internal bluetooth shares antenna with the old internal wifi.  now when you are using the external dongle, the internal wifi antenna is somehow disabled or deactivated by system, which causes collateral effect on the bluetooth.

Thanks again. That sounds plausible. But one more piece of information. I also tried installing a new USB Bluetooth adapter thinking that the Bluetooth on the internal card is faulty... So two USB dongles on front of computer. But that didn't work either...

If you try a bluetooth usb dongle, you should probably first remove the internal wif-bt card to avoid system confusion.  after that, do not connect the usb WiFi dongle yet.  just check whether pc can detect the new bluetooth dongle in settings or device manager.  If you can manage to have system detect the new BT receiver, try to pair it with the speaker.  if that works, connect the wifi dongle and hope no interference with BT pairing.

@richard.jh   Please clarify things because you never said if your new USB WiFi dongle is WiFi-only or if it's  combo WiFi+BT. 

And now you've complicated things even more by adding another BT radio with the second USB dongle.

If first UBS dongle is combo WiFi+BT, you have to disable both internal WiFi and internal BT in Device Manager (or just remove the card). Then pair the speakers to the new UBS dongle BT.  Otherwise two BT radios can be interfering.

Even if the first USB dongle is WiFi-only, you certainly now have two BT radios, possibly interfering, so disable the internal BT in DM and pair the speakers with the new BT dongle.

BTW: And since your BT speakers are "old", are you sure (whichever) USB dongle is being used for BT is fully backward compatible with whatever version of BT the speakers use?

BTW2: Have you replaced (or recharged) the batteries in the BT speakers lately?
