Dell Inspiron 24 5459 boot cycle
I have a Dell Inspiron 24 5459 AIO that I just use as a secondary monitor for my main computer. Recently after unplugging it to move all my computer stuff to a different room upon plugging it back in and turning it on it kept giving me a white light, yellow light then turning itself back off and then turning itself back on again repeating the cycle. I have taken the back off of it and took out the CMOS battery but all this did was change the time between the cycles.

Do you mean while and amber blinks in the PC's power button?
For starters, power off an unplug power adapter from rear of PC. Press/hold power button for ~30 sec. Reconnect adapter to rear of PC and see if it boots now.
Did you press/hold power button for ~30 sec after removing the battery, before reinstalling it? And did you install a fresh CR2032 battery (~$2), instead of the old one?
