Dell Inspiron 530 Causing Problems on Multiple Monitors
So, I got this box with a tower and monitor and everything that the computer originally came with for 10 bucks. and everything worked fine for a while until there was strange visual artifacts and for a while I just swapped out the monitor with another one and guess what it's starting to show it too I think that the iGPU is going bad and destroying the monitors along with it. and it does not matter what I hook the monitor up to the picture just looks all washed out and full of artifacts. here are some photos of what I mean.

looks like integrated video driver is corrupted. 530 is old pc w LGA775 socket core2 duo cpu. you can try reinstall of OS by clean install Win 10 (or Win 7). If issue resolves it is software bug, if not then hardware is failing. bad iGPU never damages monitor. It only sends corrupted video signal. monitor is good.

The Computer Originally Came With Vista So I Then I Installed Windows 7 and that was super slow so then I installed Linux Mint and this one actually has A Intel Pentium Dual Core CPU. And what I was showing you was the monitor connected to my laptop same results as with the desktop it has damaged the monitor and it's really sad.

I still do not believe it that a pc can damage a monitor. Perhaps monitor itself is bad which is not caused by pc. W a LGA775 pentium cpu Win 7 may be highest OS you can upgrade to.

Have you followed the troubleshooting guide for the SE178WFP monitor, page 18, here?
Did you try using the monitor's Factory Reset option on the menu in your image?
