Dell Inspiron 5676 CPU Upgrade Help Needed

​I currently have a Dell Inspiron 5676 with the Ryzen 5 1400, I am trying to upgrade to the Ryzen 5 3600XT. When I put it in into my computer, the pc fans started moving but the LED wouldn't turn blue like it normally does and there is no signal. When I put the Ryzen 5 1400 back in, the computer worked fine. I think the problem may be a power of BIOs issue but I am not sure. I need help with knowing what the issue is. All help is appreciated.​

chipset is X370 which means you need BIOS update to support zen 2 cpu.

Not certain latest Dell BIOS has added such support.

If BIOS and chipset in the Inspiron 5676 were able to support the Ryzen 5 3600XT CPU, is the 460W stock PSU in this Inspiron model big enough for that CPU?

Since that CPU comes with its own AMD cooler, will it be compatible with the Dell motherboard?

If the AMD cooler isn't compatible with the motherboard, will the Dell OEM heat sink and fan be adequate for this CPU?

Seems like a lot of "if"....

If you have already updated bios to latest, and you proved zen2 (Ryzen 3000 series) did not POST, then you confirmed Dell does not intend to update bios to support zen2. This is consistent with Dell marketing practice.

Dell should understand that locking customers into particular CPUs by refusing to make BIO updates available is costing the company more sales than it is gaining them. While I have been satisfied with my prebuilt Dell Ryzen 2700 system, I will not buy another system from Dell because of this policy. A good company does not resort to such policies to prevent customers from upgrading their systems' support for newer CPUs that the motherboards should support.

I have a Dell 5675 with 1700x cpu bricked on a bio upgrade but I would rather just buy a Dell 5676 motherboard if I can use the 1700x cpu?  what I read the 5676 only supports series 2?
