i7-9700 (non-k) running hot?

What exactly is the normal load temperatures for the i7-9700?

After some heavy gaming, the temperature was in the 90s with some cores hitting 100 celsius. 
I reduced the maximum processor state down to 85% and now the hottest it gets is mid 80s. 
Idle temps seem to be OK, fluctuating between high 20s and high 30s.

Are these temperatures safe? Should I reduce the maximum processor state further?

Intel shows us here that the allowable TJunction temperature is 100°C.

If the CPU is really overheated badly, the system should immediately shut down to prevent any damage due to the overheating. 

I would suggest checking your thermal paste and replacing it with some good thermal paste to conduct heat better and check your cooling fans.

Try increasing the fan speed it may also help.

9th gen intel chips - the 9700 in particular - are notorious for running hot.  You should never really be hitting the 90s, even the 80s makes me uncomfortable.  To give you an idea of what I'm working with, in my R9 my 9700 is currently idling at 41C on a liquid cooler.  This is pretty common in such an air-restricted chassis.  Without a larger radiator solution this is probably the best I can do.  Under load I get into 50s to low 60s, but rarely hit 70.  Your idle temps are great, and whatever performance you've sacrificed is definitely worth the improved thermals.  I'm curious what your load temps are?  If you're still getting into the 90s I'd suggest looking around for other solutions, but if you're staying 80C and  under you should be good to go.  Hope this helps.

Indianajones90 Yeah somethings going on here.  First thing I'd recommend is checking your AWCC settings. 

You'll want to create a new thermal profile under fusion > temperature > new profile.  Name it whatever you want.  Set your "cpu fan" speed to 100%, this is your pump and you want it to run at max speed all the time.

On the CPU fan window click advanced > tick offset > drag the slider to 100% > hit save.

On the TOP FAN window click advanced > tick offset > drag the slider to 50% > hit save.

On the FRONT FAN window click advanced > tick offset > drag the slider to 40% > hit save.

Next on the home page in the bottom right corner select your custom thermal profile.  

These are just the settings that I use, but they'll function as a good starting point for you.  If you've already done this and you're still getting crazy temps then I'd say it's time to open up your case and remount/repaste your water block.  You'll need to clean the thermal compound off of both the cpu and the block, which means you'll have to buy your own thermal compound.  Don't fret about the type, just get some arctic silver or something ... they're all pretty much the same.  Apply the paste as per the included instructions and reinstall the block, screwing in opposite corners.  You'll definitely want to check that the block is evenly seated against the CPU.

@Bad Hominid @By the way just for some more context..I got the PC about a week ago so it’s clean, and I redid the thermal paste last night on the cooler..but I haven’t messed with the AWCC at all....tonight I’m gunna throw the original top fan on the radiator to have it be a push pull. Also on the offset there’s three positions on the slider, am I lifting them all to those percentages? Thanks in advanced

@Bad Hominid @Also one more thing, my AIO Corsair is plugged into the PUMP FAN, and now my second fan on the radiator is on the CPU FAN so will the cpu fan offset control the pump or the cpu fan?

So what you're adjusting is the "fan curve" which is below "offset". These are two different settings.  Just use offset for now.  There should be a simple horizontal slider to the right of where it says offset, use that.  

On my aurora r9 I have my pump plugged into the CPU fan header, not the pump header.  My R9 would not post with the pump plugged into the pump header, the top fan is plugged into the top fan header, and front fan to front header.

  So I ran the offset, it was slightly better however still pretty hot. However let me clarify I bought this system to run the new flight simulator, and all my testing has been with that program. I decided last night to try some of my old games to see what the temps would do. Sure enough they plummeted and stayed low , although I noticed micro stutters with all the games which I guess is due to my janky RAM setup..so I’m going to upgrade that, but otherwise the only thing I can think of doing next is running a benchmarking software to see if there actually is something wrong, or the Flight simulator is no good for anything less than a i9 10900k Nvidia 2080ti..what do you think?

@Bad Hominid @So I just ran an AIDA64 system test and my temps were hovering at 56c with 100% utilization for around 10 minutes??? I don’t understand? Do I have to get render software to see the actual stress?
