Inspiron 5675 GPU Upgrade

Hi i have 2 questions, i have the dell inspiron 5675 Ryzen 1400, RX 570. My first question is can i upgrade to a GTX 1060 6GB? And my second question is for anyone who has upgraded this same desktop as mine, there is a metal thing kind of holding the graphics card, do i have to remove that when upgrading my graphics card or can i finesse the graphics card out from under it? If i have to remove it i'm unsure on how to do that. Here is a picture of the metal part i am talking about circled in green.
