Replace my HP with comparable Dell Desktop

That is an almost 7 year old HP. Any Dell you purchase now will most certainly be an upgrade. If you want something basic but much faster than the Inspiron line may be the best choice. This page offers a variety of Inspiron desktops at various price points.

A comparable small Dell desktop pc using intel cpu and ddr3L memory would include Inspiron 3650 (intel 6th gen cpu such as i5-6400 or i7-6700).  You can find it used on eBay etc.

My mistake

You didn't tell us what you would use the PC for, which could influence your decision...

New desktop PCs come with a keyboard, but unless you choose an All-In-One or find a "bundle" deal, the monitor will be a separate decision.
