Yes, you can. NVIDIA GeForce RTX 3060 is a 170w card and requires system with 460w power supply.
The Inspiron 5680 was shipped with 460w power supply and supporting Dell OEM cards with up to 180w. Therefore, the RTX 3060 is within its graphics support.
