USB failed after Win 10 update

Inspiron 660 USB ports failed after Win10 upgrade. Upon boot, "keyboard failure" shows before an otherwise normal boot. None of the USB ports work. No keyboard (tried 2), no mouse (2nd mouse lights up showing USB is powered). I have rebooted trying every USB port and mouse/ keyboard combo. Using the rescue disc, there is a delay before "keyboard failure" and normal boot.
I can access the comp & view files using Team Viewer. I cannot take control until I get logged in. Any advice out there?

As a first attempt, I would do a CMOS memory (BIOS) reset by replacing the CR2032 coin cell battery.  2032 batteries are cheap and widely available.

Procedure.  Power off PC, disconnect the AC power cable from AC power.  Press the PC Power On button for 10 seconds to drain any residual power.  Open the case and locate the 2032 battery on the motherboard.  Remove the battery and wait at least 5 minutes before installing new battery.  Reconnect AC power cable, power on and see if this fixes the problem.
